Question from client:
Is the Singapore salary income tax levied in national or locals? Or both national and locals?

Are the national and local personal income tax that levied separately? Or levied together?
What is the standard withholding tax rate?

Answer from Evershine RD:
The national government generally enacts laws relating to income tax.
While the employers are not required to withhold income taxes from employees and make monthly remittances.
Singapore’s personal income tax rates and minimum amounts of annual income for each tax bracket are as follows:

Question from client:
The Singapore salary income tax collection is under the jurisdiction of which government unit?
The registration of the Singapore salary income tax collection status, that is, the application procedure for the employer withholding certificate number, paper certificate number application, or online account application? Website? Employer withholding certificate
What is the advance certificate number of the number?
Do you need to use the industrial and commercial certificate e-card to apply?

Answer from Evershine RD:
Income tax laws are regulated by the Inland Revenue Authority of Singapore (IRAS).
Employers must register with the IRAS online using the government’s CorpPass system.

What is the order of Singapore salary income tax withholding declaration (information flow determines tax base) and payment (fund flow)?

Pay first and then declare?
Report first and then pays?
At the same time as the declaration and payment?

Answer from Evershine RD:
Employers are not required to withhold income taxes from employees and make monthly remittances.
Income taxes can be paid monthly (12 monthly interest-free installments) through GIRO, deducted from the employee’s bank account monthly on 6th or 20th, for the previous tax year.

What is the method of account return?
Reporting cycle: every month? Every bimonthly? Every season? every half year? Per year?
Electronic filing? Manual filing? Electronic filing and manual filing coexist?
If electronic filing is possible: Web site URL?

Answer from Evershine RD:
Employers are required by law to prepare Form IR8A and Appendix 8A, Appendix 8B or Form IR8S (where applicable) for employees who are employed in Singapore by 1 March each year.
Employers do not need to submit the hardcopy forms to IRAS.
Employers must log into the IRAS website using the government’s CorpPass system to file employment income data.
Employers with at least nine employees must participate in the Auto-Inclusion scheme (AIS), a free e-Service provided by IRAS.
Employers that have fewer than nine employees also are encouraged to join AIS.

What is the funding method for the Singapore salary income tax withholding payment (funding flow)?

Payment cycle: M per month? B every bimonthly? Q every season? H every six months? A every year?

Employees must file either Form B or Form B1 annually by April 15 of every year and by April 18 if the return is done online.
Income tax payments can be made online through GIRO, an electronic, cashless form of payment, in 12 monthly interest free installments.
Otherwise, a single payment must be made within a month of receiving a tax bill.

CPF
The Central Provident Fund (CPF) is an organization that administers the comprehensive Social Security savings plan that provides different types of benefits, including retirement, health care and family protection.
Employers are required to register with the CPF using the government’s CorpPass system before they intend to hire an employee.
Register and obtain a CSN (CPF Submission Number) via the following website: https://www.cpf.gov.sg/employer/making-cpf-contributions/applying-for-a-cpf-submission-number.

SDL
CPF Board collects SDL on behalf of the SkillsFuture Singapore Agency (SSG).

SHGs
Chinese Development Assistance Council (CDAC) Fund is administered by CDAC.
Eurasian Community Fund (ECF) is administered by the Eurasian Association (EA).
Mosque Building and Mendaki Fund (MBMF) is administered by Majlis Ugama Islam Singapura (Muis).
Singapore Indian Development Association (SINDA) Fund is administered by SINDA.

CPF
Employers are to remit to the government the employer and employee portions of CPF contributions monthly.
CPF contributions assessed on employment income paid during a month generally are due by the 14th day of the following month.
Employers must log into the CPF’s website and submit CPF contributions via CPF EZPay, using the government’s CorpPass system to pay employees’ Social Security contributions, report data regarding the contributions, and use the CPF’s other online services.

File and pay Skills Development Levy (SDL) together with CPF contributions.
Log in CPF EZPay via https://saml.singpass.gov.sg/spservice/welcome.

SHGs
File and pay Self-Help Goups (SHG) together with CPF contributions.

Employer can pay monthly CPF contributions for employees with CPF EZPay.
Log in CPF EZPay via https://saml.singpass.gov.sg/spservice/welcome.
Employers can use Direct Debit, PayNow QR, or eNETS to pay your CPF contributions.
The recommended payment mode for CPF EZPay is Direct Debit. With Direct Debit, payment will be automatically deducted from your bank account after your CPF submission.

SDL

File and pay Skills Development Levy (SDL) together with CPF contributions.
Log in CPF EZPay via https://saml.singpass.gov.sg/spservice/welcome.
If use the auto-computation feature under CPF EZPay, SDL is auto-computed for all Singapore Citizen and PR employees.

SHGs

File and pay Self-Help Goups (SHG) together with CPF contributions.
Pay SHGs contributions to the CPF Board when making CPF contributions.
